The Accounting Department is responsible
for the accumulation, control, and reporting of the economic activity
for all non-utility functions of the city. For the fiscal year 2005,
the non-utility budgets for the city are approximately $56 million
of which approximately $22 million is payroll related for 550 employees.
The accounts of the City are organized
on the basis of funds and account groups, each of which is considered
a separate accounting entity. The operations of each fund are accounted
for with a separate set of revenues and expenditure. Government
resources are allocated to and accounted for in individual funds
based on the purpose for which they are to be spent and the means
by which spending activities are controlled. The various funds are
grouped into governmental categories as follows:
- General Fund
- Special Revenue Funds
- Debt Service Funds
- Capital Projects Funds
- General Fixed Assets
- General Long-Term Debt
- Fiduciary Funds
- Enterprise Funds
The fiscal year is October 1 through
September 30.
